Several years ago, the manufacturer of Down East Spas discontinued this customer-favorite line of spas and hot tubs. The 1-inch Air Control (Grey) is a quality replacement part for many of the 1999 series of Down East Spas hot tubs and spas.

This is a copper jumper strap normally used with the ground wires in the spa. These are mounted on the back of the pumps connecting the ground wire. Is part of the connections from the heater to the PC Board.
